Abstract: สถานศึกษาต้องคำนึงถึงการวางแผนกลยทุธ์ในการจัดการศึกษาโดยเน้นคุณภาพของผู้เรียนเป็นหลัก ซึ่งปัจจัยที่ส่งผลต่อความสำเร็จของสถานศึกษานั้นขึ้นอยู่กับบทบาทของผู้บริหารสถานศึกษาในการ กำหนดแนวทางการบริหารโดยการมอบหมายงานให้ตรงกับความรู้ความสามารถ พร้อมทั้งกระตุ้นและส่งเสริมให้บุคลากรและชุมชนเกิดความตระหนักและรับรู้ในการเข้ามามีส่วนร่วมในการวางแผนการจัดการศึกษาให้มีประสิทธิภาพมากขึ้น ดังนั้นผู้วิจัยจึงสนใจทำวิจัยเรื่องนี้โดยมีวัตถุประสงคเ์พื่อ 1) ศึกษาระดับปัจจัยการบริหารเชิงกลยุทธ์ของผู้บ้ริหารสถานศึกษา 2) ศึกษาระดับการปฏิบัติของกระบวนการบริหารเชิงกลยุทธ์ของผูบ้ริหาร สถานศึกษา และ 3) ศึกษาปัจจัยที่ส่งผลต่อกระบวนการบริหารเชิงกลยุทธ์ของผบู้ริหารสถานศึกษาในจังหวัดเพชรบุรี สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 10 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ครูผู้สอน โรงเรียนในเขตจังหวัดเพชรบุรี สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 10 จำนวน 288 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามประมาณค่า 5 ระดับ ค่าความเชื่อมั่นเท่ากับ 0.988 สถิติที่ใช้ ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1. ระดับปัจจัยการบริหารเชิงกลยุทธ์ของผบู้ริหารสถานศึกษา โดยรวมและรายด้านอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านการสร้างจิตพิสัย ด้านการบริหารทรัพยากรมนุษย์ ด้านภาวะผู้นำของผู้บริหาร และด้านการมีส่วนร่วม ตามลำดับ 2. ระดับการปฏิบัตัิของกระบวนการบริหารเชิงกลยุทธ์ของผบู้ริหารสถานศึกษา โดยรวมและรายด้านอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านการกำหนดกลยุทธ์ ด้านการปฏิบัติตามกลยุทธ์ ด้านการควบคุมและประเมินกลยุทธ์ ด้านการกำหนดทิศทางองค์กร และด้านการวิเคราะห์สภาพแวดล้อม ตามลำดับ 3. ปัจจัยที่ส่งผลต่อกระบวนการบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา (Y) ได้แก่ ด้านการมีส่วนร่วม (X4) ด้านการสร้างจิตพิสัย (X3) ด้านการบริหารทรัพยากรมนุษย ์(X2) และด้านภาวะผู้นำของผู้บริหาร (X1) ได้ค่าประสิทธิภาพในการทำนายที่ปรับแลว้ ร้อยละ 84.50 สามารถเขียนเป็นสมการถดถอยในรูป คะแนนดิบได้ดังนี้  Y tot = 0.316 + 0.427(X4) + 0.237(X3) + 0.147(X2) + 0.121(X1) ข้อค้นพบจากการวิจยัแสดงให้เห็นว่าการบริหารเชิงกลยุทธ์ให้ประสบผลสำเร็จ ผู้บริหาร บุคลากร และชุมชนต้องร่วมมือระหว่างกันในปฏิบัติงาน ตามโครงสร้างและบทบาทหน้าที่ที่ได้รับมอบหมาย ผู้บริหาร ควรสร้างแรงจูงใจให้บุคลากรที่มีความสามารถเข้ามาทำงานในแผนงานโครงการ และกิจกรรมของสถานศึกษา และให้ความช่วยเหลือ เป็นพี่เลี้ยง เป็นผู้สอนงานแก่บุคลากร เพื่อให้กระบวนการบริหารเชิงกลยุทธ์ของ สถานศึกษาบรรลุตามเป้าหมายที่วางไว้ Schools have to consider strategic planning in organizing education by focusing mainly on students’ quality. Moreover, one of the factors affecting success of any schools is the administrator’s role in setting an administrative approach by assigning tasks according to the personnel’s knowledge and ability and enhancing personnel and community to have awareness and perception on participation in educational planning for more efficiency. The researcher was, thus, interested in doing this research aiming to study: 1) level of factors strategic administration of school administrators, and 2) level of compliance process the strategic administration of school administrators, and 3) the factors affecting to the strategic administration of the school administrators in Phetchaburi province of schools under secondary educational service area office 10. The 288 research samples were the teachers schools in Phetchaburi province of schools under secondary educational service area office 10. The tool for data collection was the 5-level rating scale questionnaire with confidence equal 0.988. The data were analyzed by using percentage, mean, standard deviation, and stepwise multiple regression analysis. The research results were as follows: 1. The factors strategic administration of school administrators were overall and aspect at a high level. When each aspect was considered, it was found that the aspect by sorting mean from high to low was creating affective domain, the human resource management, the executive leadership, and the participation, respectively. 2. The compliance process the strategic administration of school administrators were overall and aspect at a high level. When each aspect was considered, it was found that the aspect by sorting mean from high to low was strategy, the compliance strategy, the control and evaluation strategy, the direction the organization, and the environment analysis, respectively. 3. The factors affecting to the strategic administration of the school administrators including to: the participation (X4), the creating affective domain (X3), the human resource management (X2), and the executive leadership (X1). The predictive efficiency adjusted (R2) was 84.50 percent and the equation of regression analysis was as follows:  Y tot = 0.316 + 0.427(X4) + 0.237(X3) + 0.147(X2) + 0.121(X1). The research finding revealed that, to be successful in strategic administration, administrators, personnel, and community had to cooperate in working according to structure and assigned roles. Besides, administrators should motivate skilled personnel to work in the school’s programs, projects, and activities, and provide some help or be the personnel’s coaches so that the goal of school’s strategic administrative process could be achieved
