Abstract:
Climate change affects rice production; farmers supposed to have a good practice at the farm level according to the Climnate-Smart agricultural framework. The objective of this study is to analyse 1) Impact of climate change on rice production 2) Factors affecting adoption of Climate-Smart agricultural practice for rice production and 3) Study the Climate-Smart agricultural practice for rice production. Based on the rice production and weather panel data from 22 provinces classify by flooded areas and planting season, the in-season rice (during 1981 to 2017) and off-season rice (during 1987 to 2017). And, according to the climate change projection effects on rice's production for the future (2030. 2060 and 2090). The results show that cultivates seasonal weather had a negative impact on rice product, especially, the watershed areas. The variance of rainfall combined with the average minimum temperature had impact to increase down side risk on in-rice season product in watershed areas And, the total ranfal with in average maximumn temperature had impact to increase down side risk on off-rice season product in watershed areas. From the simutation for the future (2030-2090) effects on the rice production showed that the average yield of in-rice season has decreased, the production varability and down side risk have increased. The analysis of factors affecting the Climate-Smart agricultural practice for rice production. We use the structural questionnaire to collect data from 400 rice farmers in Phra Nakhon Si Ayutthaya province and use ordered logit regression for an alysis. The resuts suggested that the sarnple farmers have a relatively low level of conformity with the CSAR framework, and the factors that affect the probability of increasing the opportunity to comply with the CSAR at a higher level were personal and social factors. The best practice for the Climate-Smart agricultural rice production, we used the focus group discussion for the not-flooding and basin area in Phra Nakhon Si Ayutthaya. The results showed that farmers should follow the CSAR guidelines for rice production that is adaptable to climate change in accordance with the changing in climate, with a framework consisting of 1) Adjusting Production Systerns, Mobility and Social Network 3) Farm financial management 4) Diversification on and off the
farm income and 5) Knowledge management and regulations. This study indicates that increasing the rice production efficiency needs. the relevant agencies in agricultural promotion should raise awareness of the impacts of climate change and aim to educate and provide early warning information cope with methods for farmers to do a proper planning, including policy implementation
