Abstract:
The purposes of this research were 1. To investigate the conditions and problems of the personnel development in primary schools under the jurisdiction of Ubon Ratchathani Office of Provincial Primary Education, 2. To study models of personnel development for primary schools, and 3. To propose the models of personnel development to primary schools under the jurisdiction of Ubon Ratchathani Office of Provincial Primary Education. The sample of the population under this study consisted of 24 office chiefs of district primary education, 70 educational supervisors, 163 primary school administrators, and 163 primary school teachers, which accounted for a total number of 420 subjects selected by means of the stratified random sampling. The instrument used in data collecting was a 60-item questionnaire with Likert Scale. This questionnaire was found to have the reliability level at .97. The data were analyzed by means of percentage, mean, and standard deviation. The IOC value was between. 65 and 1.00.
The research findings were as follows:
1. It was found that primary schools under the jurisdiction of Ubon Ratchathani Office of Provincial Primary Education had personnel development at a moderate level. The schools still had some problems in their practice of personnel development. The school administrators, however, perceived tat the personnel development was at a high level, and there were no problems in the practice. Taking into account the eight individual aspects of personnel development, the subjects perceived that the aspect of personnel potential received the highest attention, while the administrators saw that the aspect of school activities for personnel development obtained the most attention. All four groups of the subjects posited that the practice of the personnel development had the most problems in the activities run by the office of provincial primary education, the offices of district primary education, and the offices of the primary school clusters.
2. The models of personnel development, in an order of appropriateness from high to low, are workshops, training, study tours, conferences, lectures and demonstrations, seminars, and group project operation respectively.
3. For the implementation of each the seven models of personnel development, the steps of the operation should be as follows: problem and need analysis, setting clear objectives, determining the methods and sequences of the operation, involving related organizations, and finding appropriate speakers. The topic of the development should be practical and related to the tasks of the personnel. Innovations and new technology as well as related research findings should be utilized in the process. There must be a systematic assessment and evaluation for each activity.
