Abstract:
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบความคิดเห็นของเจ้าหน้าที่จัดทำแผนปฏิบัติการประจำปีของสำนักงานปลัดกระทรวงศึกษาธิการ จำแนกตามเพศ อายุ ประสบการณ์ ระดับการศึกษา และส่วนราชการที่สังกัดเป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่างเป็นข้าราชการระดับเจ้าหน้าที่ผู้ปฏิบัติงาน ในสำนักงานปลัดกระทรวงศึกษาธิการ ส่วนกลางปี 2547 จำนวน 240 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้น มีค่าความเชื่อมั่นทั้งฉบับ เท่ากับ 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูลใช้ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t-test, F-test และเปรียบเทียบรายคู่โดยใช้วิธีเชฟเฟ
ผลการวิจัยพบว่า
1. กลุ่มตัวอย่างส่วนใหญ่เป็นเพศหญิง ร้อยละ 72.12 มีอายุระหว่าง 41 - 50 ปี ร้อยละ 41.82 ประสบการณ์ในการทำงานมากกว่า 15 ปี ร้อยละ 69.70 ระดับการศึกษาปริญญาตรี ร้อยละ 53.94 และปฏิบัติงานในส่วนราชการ สังกัดสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา ร้อยละ 18.18
2. ข้าราชการระดับเจ้าหน้าที่ผู้ปฏิบัติงานเห็นด้วยกับกระบวนการประสานงานการจัดทำแผนปฏิบัติการประจำปีของสำนักงานปลัดกระทรวงศึกษาธิการ ทั้งในภาพรวมและรายด้าน อยู่ในระดับปานกลาง โดยเห็นด้วยในด้านการมอบหมายอำนาจหน้าที่มาก เป็นอันดับ 1 รองลงมาเป็นด้านการจัดสรรทรัพยากร ด้านการวางแผน และด้านนโยบายตามลำดับ
3. การเปรียบเทียบความคิดเห็นพบว่า
3.1 ข้าราชการระดับเจ้าหน้าที่ผู้ปฏิบัติงานที่มีเพศต่างกัน อายุต่างกันและประสบการณ์ในการทำงานต่างกัน มีความคิดเห็นเกี่ยวกับกระบวนการประสานงานการจัดทำแผนปฏิบัติการประจำปีของสำนักงานปลัดกระทรวงศึกษาธิการ ในภาพรวมและรายด้านทุกด้านไม่แตกต่างกัน
3.2 ข้าราชการระดับเจ้าหน้าที่ผู้ปฏิบัติงานที่มีระดับการศึกษาต่างกัน มีความคิดเห็นเกี่ยวกับกระบวนการประสานงานการจัดทำแผนปฏิบัติการประจำปีของสำนักงานปลัดกระทรวงศึกษาธิการในภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05
3.3 ข้าราชการระดับเจ้าหน้าที่ผู้ปฏิบัติงานที่ปฏิบัติงานในต่างสำนักงานกัน มีความคิดเห็นเกี่ยวกับกระบวนการประสานงานการจัดทำแผนปฏิบัติการประจำปีของสำนักงานปลัดกระทรวงศึกษาธิการ ทั้งในภาพรวมและรายด้านทุกด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 The purpose of this research was to study and to compare opinions of the officers preparing the annual operation plan of the Office of the Permanent Secretary, Ministry of Education, classified by gender, age, experience, education level and goverment agency attached. This research was a survey research. The samples consisted of 240 operational officers in the Office of Permanent Secretary, Ministry of Education, Central Division in the year 2004. The instrument used for data collection was a questionnaire developed by the rescarcher with the reliability of 0.95. The statistics used for data analysis were percentage, mean, standard deviation, t-test, F-test and matched pair comparison by Scheffe s Method.
The results of the study showed that :
1. Most of the samples were females at 72.12 % ; ages between 41 - 50 years at 41.82 % ; work experiences over 15 year at 53.94 % and working in the agency attached to the Office of Govenment Teacher and Education Personnel Commission 18.18 %.
2. The operational officers agreed with the process of coordination for annual operation plan of the overview of the Office of the Permanent Secretary, Minstry of Education both in the overview and individual aspects at moderate level. They agreed on the aspect of authority assignment at the highest level of number 1. Second to that was the resource allocation, planning and policy, respectively.

3. The comparison of the opinions showed that
3.1 The operational officers with different genders, ages and work experiences did not have different opinions on the process of coordination for annual operation plan of the Office of the Permanent Secretary, Ministry of Education both in the overview and individual aspects.
3.2 The operational officers with different levels of education had different opinions on coordination process in developing annual action operation plan of the Office of the Permanent Secretary, Minisry of Education with statistical significance of .05.
3.3 The operational officers who worked in different offices had different opinions both on the overview and individual aspects on the coordination process in developing annual action operation plan of the Office of the Permanent Secretary, Ministry of Education with statistical significance of .01.
