Abstract: การศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยใช้วิธีเชิงคุณภาพมีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันการจัดการศึกษาเพื่อเตรียมพร้อมสู่ประชาคมอาเซียนของโรงเรียนแกนนำเครือข่ายการจัดการศึกษาในจังหวัดสุรินทร์ 2) เพื่อศึกษาปัญหาอุปสรรคและแนวทางแก้ไขปัญหาการจัดการศึกษาเพื่อเตรียมพร้อมสู่ประชาคมอาเซียนของโรงเรียนแกนนำเครือข่ายการจัดการศึกษาในจังหวัดสุรินทร์ และ 3) เพื่อศึกษาแนวทางการจัดการศึกษาเพื่อเตรียมพร้อมสู่ประชาคมอาเซียนของโรงเรียนแกนนำเครือข่ายการจัดการศึกษาในจังหวัดสุรินทร์ โดยศึกษาจากผู้ให้ข้อมูลคือผู้บริหารสถานศึกษาหัวหน้าวิชาการตัวแทนศูนย์อาเซียนศึกษา ตัวแทนคณะกรรมการสถานศึกษาขั้นพื้นฐานและตัวแทนคณะกรรมการนักเรียนรวมจำนวนทั้งสิ้น 25 คน จากโรงเรียนแกนนำเครือข่ายการจัดการศึกษาในจังหวัดสุรินทร์โดยวิธีการเลือกแบบเจาะจงเฉพาะผู้ที่ให้ข้อมูลสำคัญ (Key Informants) ผลการวิจัย พบว่า 1. สภาพปัจจุบันพบว่าในด้านคุณภาพผู้เรียนมีการกำหนดเป้าหมายการพัฒนาผู้เรียนให้มีความรู้เกี่ยวกับอาเซียนด้านทักษะและกระบวนการ มีการจัดการเรียนการสอนให้ผู้เรียนสามารถใช้ภาษาเพื่อสื่อสารได้อย่างน้อย 2 ภาษามีทักษะพื้นฐานในการใช้เทคโนโลยีสารสนเทศ ด้านเจตคติมีการปลูกฝังให้ผู้เรียนมีความตระหนักภูมิใจในความเป็นไทยและความเป็นอาเซียน มีวิถีชีวิตประชาธิปไตย ดำเนินชีวิตตามหลักปรัชญาของเศรษฐกิจพอเพียงด้านการบริหารจัดการ พบว่า ด้านผู้บริหารมีการวิเคราะห์ศึกษานโยบาย ยุทธศาสตร์การจัดการศึกษา กำหนดวิสัยทัศน์พันธกิจ เป้าหมาย และความสำเร็จของสถานศึกษาร่วมกับผู้มีส่วนเกี่ยวข้อง สร้างเครือข่ายกับโรงเรียนอื่น มีการรายงานผลการปฏิบัติงาน และมีการบริหารจัดการงบประมาณที่มีประสิทธิภาพ ด้านการส่งเสริมสนับสนุนมีการจัดตั้งศูนย์ส่งเสริมการเรียนรู้อาเซียน พัฒนาครูและบุคลากรทางการศึกษาให้มีความรู้ มีการติดตามและนิเทศ ประเมินผลการดำเนินงานจากสำนักงานเขตพื้นที่การศึกษา ด้านหลักสูตรและการจัดการเรียนรู้ ด้านคุณภาพวิชาการ ได้แต่งตั้งคณะกรรมการจัดทำหลักสูตรมีการวิเคราะห์ความสอดคล้องหลักสูตร มีการจัดห้องเรียนพิเศษ และพหุวัฒนธรรมขึ้น มีการประสานความร่วมมือจากภูมิปัญญาท้องถิ่นมาเป็นวิทยากร ด้านคุณภาพครู พบว่า มีเจ้าหน้าที่ประจำศูนย์อาเซียน มีครูสอนวิชาภาษาต่างประเทศ ครูทุกคนมีส่วนร่วมในเรื่องของหลักสูตรมีการจัดครูเข้าอบรมพัฒนา 2. ปัญหาอุปสรรค แนวทางแก้ไขปัญหา พบว่า ด้านคุณภาพผู้เรียนโรงเรียนประสบปัญหาจากการขาดข้อมูลพื้นฐานที่เป็นจริงเกี่ยวกับผู้เรียนแนวทางแก้ไข คือ ควรมีการจัดทำฐานข้อมูลของนักเรียน การบริหารและการจัดการประเมินขาดนโยบายที่ชัดเจน ไม่สามารถนำมาปฏิบัติได้ แนวทางแก้ไข คือ ควรให้ความรู้เกี่ยวกับการวางแผนสร้างความตระหนักและย้ำให้เห็นความสำคัญของการวางแผน ประสบปัญหาการวางแผนการพัฒนาหลักสูตรและการจัดการเรียนรู้เกี่ยวกับการจัดลำดับก่อนหลังของแผนไม่ดี แผนไม่สอดคล้อง และการประเมินผลในการใช้แผน แนวทางแก้ไข คือ ควรมีการวางแผนกำกับติดตามควบคุมและการประเมินผลการทำงานทั้งระบบและจัดลำดับการทำงานอย่างชัดเจนและรัดกุมปัญหาอีกอย่างเกี่ยวกับการกำหนดอำนาจหน้าที่และความรับผิดชอบไม่ตรงกับความรู้ความสามารถของครูและบุคลากรทางการศึกษาแนวทางแก้ไขคือโรงเรียนจัดหาคนที่มีความรู้ความสามารถใกล้เคียงมาปฏิบัติหน้าที่แทน โดยฝึกอบรมพัฒนาความรู้ความสามารถอยู่เสมอ 3. แนวทางการจัดการศึกษาเพื่อเตรียมพร้อมสู่ประชาคมอาเซียน พบว่า ด้านคุณภาพผู้เรียน ควรมุ่งเน้นแนวทางการวางแผนการทำงานที่ชัดเจน ครอบคลุมความคล่องตัวสูงและมีความต่อเนื่องด้านการบริหารจัดการ ควรมีการวางแผน การทำงานทุกด้านอย่างรัดกุม มีความคล่องตัวสูงครอบคลุม คุ้มค่า มีความชัดเจน มีเหตุมีผล หลักสูตรและการจัดการเรียนรู้ ควรมีลักษณะ มุ่งเน้นการตอบสนองการปฏิบัติภายใต้สถานการณ์ต่าง ๆ ในอนาคตอย่างมีประสิทธิภาพ ครูและบุคลากรทางการศึกษาของทุกกลุ่มสาระการเรียนรู้ต้องทำงานให้สอดคล้องกันมีการบูรณาการความรู้เกี่ยวกับประชาคมอาเซียนทุกสาระเพื่อให้หลักสูตรและการจัดการเรียนรู้เกิดประสิทธิภาพสูงสุด This study is a survey research using the qualitative research method. The purposes of this research were : 1) to study the current situation of educational management in preparing for ASEAN Community of leading education school network in Surin Province, 2) to find out the problems, obstacles and the way to solve those educational management problems, and 3) to study the educational guidelines in order to prepare for ASEAN Community of leading network schools. The data were collected by purposive sampling for 25 Key lnformants comprising an academic administrator, chief representatives of ASEAN Studies Center, the representatives of the Basic Education Commission and the representatives of Studies council from leading network school in Surin Province. The results of this research revealed that : 1. The quality of students - there is goal setting in developing students’ ASEAN skills/ processes. For example, the students have to be able to use at least 2 languages to communicate with others, and have basic skill in information technology. For the attitude; there is cultivating students’ awareness. The students are proud of being Thai and ASEAN, have democratic way of life, and live under Philosophy of Sufficiency Economy. The educational executive – the policies of educational management are analyzed. Vision, mission, goals and successes of the school with all participants are defined. Moreover, there is a pedagogic dimension to the links between their won school and other school. A performance report is reported, and budget management is managed effectively. Promoting and supporting – ASEAN Learning Center is established in order to facilitate teachers and educational personnel get more knowledge. Monitoring, supervision and evaluation of educational curriculum from Educational Service Area office are promoted. Curriculum development – the committee has appointed a correspondence analysis course, organized a special classroom, and multiculturalism. Experts from local wisdom are as a lecturer. Teacher quality – there are the ASEAN center staffs, foreign language teachers. All the teachers participate in designing curriculums. Moreover, there are training courses for the teachers. 2. Problems and solutions; the result showed that: The quality of students - lack of students' fact information; the solution is expressed that here should be a database of the students. Lack of a clear policy on administration and management; practical solutions are providing knowledge about planning, creating awareness and reminding the importance of planning. Problem in designing curriculum development and learning management; for example, priority area of lesson plan is poor, lesson plan and evaluation in using plans are unrelated. The way to solve this problem is that there should be a supervision, and monitor to control and evaluate all plans and work. Another problem is about teachers' duties and responsibilities do not match with the teachers' knowledge and ability. The solution is that the school should seek for the person whose abilities and knowledge is suitable with that work. Moreover, there always should be training courses for teachers to improve themselves. 3. Educational guidelines to prepare for ASEAN community; it was found that the quality of learners should focus on planned work clearly. High flexibility coverage and the continuity of management should be planned, working on every side, strong high flexibility. Comprehensive value is clear, reasonable. Curriculum and learning management should have a distinct focus on performance response under different situations in the near future; teachers and educational personnel of every level of learning should work accordingly. The integration of knowledge about the Asian community in essence makes the curriculum and learning worth the maximum efficiency.
